In Papua New Guinea, College means Higher Institutions that are permitted to offer programs from certificate to Diploma level qualifications. However, some Colleges are allowed to offer Bachelors Programs. Particularly those institutions that have specialize in specific industry or sector such Teaching and Nursing.
The Department Higher Education, Research, Science and Technology (DHERST) classify this institutions as Higher Education Institutes (HEIs)-Non Universities. DHERST does the selection and placement of First Year students (College freshman) into these institutions. The selection and placement is done by DHERST after the students have completed 12 years of schooling under the Papua New Guinea Department of Education school system which begins from Pre-Elementary, Elementary, Primary, and Secondary which up to Year 12. During the final 12th year of schooling, the students are required to sit the National Grade 12 Examinations which is the Qualifying Entrance Examination into the Higher Education Institutions (HEI) and the Universities.
