
Applications are now open for Public Sector Leadership Scholarships to study the one-year Graduate Diploma in Economic and Public Policy (GDEP), leading to Master of Economic and Public Policy (MEPP) program at the University of Papua New Guinea’s School of Business and Public Policy (UPNGSBPP), commencing in February 2024
Public Sector Leadership Scholarships are offered through Australia Awards PNG to high-performing Papua New Guinean public servants who wish to develop their academic and professional skills in support of effective policy making and national development.
What does the course involve?
The Graduate Diploma in Economic and Public Policy equips professionals with knowledge and ability to create and implement effective policy in the national interest. It provides an academic platform for students to boost and apply their skills in economic and public policy analysis.

Who can apply?
Public Sector leadership Scholarships are open to Papua New Guinean public servants (Grade 14 and above) who are employed under the Public Service General Order.
Applicants must be based in National Capital District (NCD) and work in a department or statutory authority deemed eligible by the Department of Personal Management (DPM). Study is part-time and classes are normally held after hours during Mondays to Fridays.
Scholarship will be offered for the studies commencing in 2024. Women and people with disability are strongly encouraged to apply. The scholarship covers tuition fees and a contribution to IT costs.
Scholarship awardees who successfully complete the Graduate Diploma in Economics and Public Policy in 2024 may be considered for continued scholarship support in 2025 to study the one year Master of Economic and Public Policy under either the course work or research pathway.
The application has two steps:
- Apply for admission to UPNG SBPP
Applicants should complete the 2024 Post Graduate Studies Application Form and submit it directly to UPNG by 5 pm on Friday 1st September 2023 with required credentials and application fee of K250.00

Select Graduate Diploma in Economic and Public Policy (GDEPP)
- Select part-time study
- Complete Section 4(Sponsorship/Scholarships)
- Ensure scholarship eligibility requirements are met including;
- Meeting UPNG SBPP’s admission requirements for the Graduate Diploma in Economic and Public Policy
- Having an endorsement from their employing agency’s Organizational Head (organizational endorsement must be available by Friday 20th October 2023).
Scholarship Selection
UPNG will confirm applicant’s admission eligibility to the course. Eligible course application form, which will be assessed by a Scholarship selection panel comprising representatives from the Papua New Guinea and Australian Government as well as UPNG.
Note:
Public sector applicants who meet the course and DPM requirements but are not awarded the Scholarship will still be able to undertake the program as self-funded/sponsored student.
