
Head of Government Agencies and Depts were instructed by DPM to attend the Advance Diploma of Government (Leadership and Management) offered at PILAG as compulsory requirement to occupancy senior management roles.
The current Department of Personnel Management (DPM) issued the following circulate dated 23rd June 2023 to:
- All national department heads
- All provincial administrators
- All heads of statutory bodies and government agencies
Subject: Instruction for Head of Agencies and Departments to attend Advance Diploma of Government (Leadership and Management) offered at PILAG
This is a circular to advise Heads of Government Departments, Heads of Provincial Administration, Heads of Statutory Agencies and Heads of Statutory Authorities to attend the Advance Diploma Of Government (Leadership and Management) program that is currently being offered at the Pacific Institute of Leadership and Governance (PILAG).
The NEC Policy Decision No.6/2021, makes it mandatory for all Public Servants to have a relevant certification from PILAG at the various points of entry and career levels of the PNG National Public Service. PILAG and the Department of Personnel Management (DPM) are collaborating to make necessary amendments to the legislative framework that will facilitate mandatory implementation of the policy directive and delivery of the relevant targeted trainings.
Therefore, in line with the objective of the Public Sector Training Policy (2021), it is compulsory that all Heads of Government Departments and Agencies ensure that they make necessary arrangements to attend the Advance Diploma of Government (Leadership and Management) that is being offered.
The Advance Diploma of Government (Leadership and Management) program is designed specifically for the Public Sector Executives who are former, intending and or are current Departmental or Agencies Heads. This program comprises of 25 units of competencies and covers a wide range of topics including policy development and implementation, strategic planning, budgeting, stakeholder engagement and leadership.
Furthermore, the recently concluded Governor’s Conference themed “ Continuing Dialogue to Empower Provinces for Improved Service Delivery, Economic Growth and Self Reliance” held on the 4th-6th June 2023, the Prime Minister Honorable James Marape, made a call to “ work with haste” to reform and empower provincial governments to function better to provide services to the people.
In the ambit of existing organic law that empowers reform and capacity enabling policy directives such as the National Public Sector Training Policy (2021) , the Prime Minister firmly urged the DPM and PILAG to strengthen and support the reform expectations of the government through relevant workforce development programs that are tailored to guide, strengthen and shepherd functionality of the organizational leadership and governance.
For this cause, the Prime Minister Marape has directed all Governors to ensure that the Senior Public Servants in the provinces must attend a prescribed competency based thought leadership program such as the Advance Diploma in Government (Leadership and Management)
